I always found it odd that DC started out the team-ups with these two. I mean, J'onn was only a backup in 'Tec, and did GA even have a home title at this point? Sure, they were in JLA, but why not a team-up between two of the bigger charcters? Superman and Flash? Batman and GL?
Imagine DC now starting a team-up book with Vixen and Ravager. Not going to happen.
Robert Klein and Michael Uslan discussed possible reasons in "The Brave and the Bold Team-Up Archives Vol. I." Their theory was that Martian Manhunter's solo run in House of Mystery was about to launch, and that J'onn and Green Arrow were the closest approximations they had available for use to the World's Finest.

I think maybe they were trying to pull the original JSA trick again -
intentionally bring more attention to their "Junior Varsity?"
And, as much as I love the classic late Silver/early Bronze Bat-series, it is fun to see other combos!
